National Community Development Award Comes to Plano


The National Community Development Association (NCDA) recognizes the City’s attention to housing needs. From April 22 through 26, our Neighborhood Services staff organized NCD Week activities highlighting the impact of the Community Development Block Grant (CDBG) and Home Investment Partnership programs on the lives of residents.

Plano earned the 2019 John A. Sasso National Community Development Week Award for successfully:

  • Raising awareness in the community about the need and importance of CDBG and home improvements in our neighborhoods, and for
  • Providing assistance to low- and moderate-income people and neighborhoods

Neighborhood Services Director Lori Schwarz was joined by Shanette Eaden (housing and community services manager) and Natalie Evans (grants analyst) when City Council shared the good news with the public at the July 22 meeting. Their department oversees:NCDWAward-inside

  • Plano’s Housing Assistance Programs
  • The Day Labor Center
  • The Great Update Rebate
  • The First-time Homebuyer program

These award-winning programs help address issues related to the City’s maturing areas. The Neighborhood Services department includes three divisions: Property Standards, BEST Neighborhoods, and Housing and Community Services.

Shanette serves as the chairperson for the NCDA Region VI – Southwest chapter, part of the national nonprofit organization. This region includes cities in Texas, Louisiana, New Mexico and Arkansas.
